MGBA is an open-source Game Boy / Color and Game Boy Advance emulator developed by endrift. Being written from scratch, it aims at speed, accuracy and portability. It's the most full GBA emulation attempt, going through the older VBA project and its forks. It's also available as a key libretro for RetroArch.
